Dr. Erik Whitlock has worked with Salience since 2014. He leads the firm’s Regulatory and Economics practice.  Erik brings a perspective of over 25 years’ experience providing economic advisory services to telecommunications companies, regulators and financial investors being involved in diverse projects globally. This includes conducting feasibility studies for submarine cables in West Africa and Saudi Arabia, restructuring telecommunications companies in Kenya and Angola, and advising on M&A transactions in Malaysia and Egypt. The consultant has collaborated with international organizations such as the World Bank and the International Finance Corporation on projects spanning broadband infrastructure, innovative business models, and privatisation of state-owned telecom incumbents. The breadth of expertise covers financial modelling, spectrum valuation, business case development, and policy formulation across various countries in Africa, the Middle East, and Central Asia. In addition to country specific projects covering the spectrum of ICT regulatory and economic challenges, he has been a lead author of multi-country and global surveys and thought leadership on socio-economic benefits of 5G, privatization, innovative business models for expanding broadband access and device affordability and other significant policy issues.

Prior to working with Salience, Erik was a Director within PricewaterhouseCoopers’ strategy and valuation practice handling projects in Canada, Latin America, the Caribbean and the Middle East.  He also worked for a decade at Cable & Wireless, where he held senior positions in regulatory affairs and finance.  Erik holds a Ph.D. in Economics from Indiana University.
